BREMORE PORT - MARKET DEMAND STUDY

The brief. A consortium of government departments, port authorities and private investors commissioned Black Quay to deliver the trade demand analysis for Ireland's proposed new international port at Bremore, north of Dublin.

The challenge. Dublin illustrates what poor port planning costs. The port now faces a near-term finite capacity life, and that position has arrived without any strategic plan for how the capital's trading requirements will be met beyond it.

With limited government direction or cohesive policy, multiple trade types face capacity shortages within fifteen years: container trade, Ireland's offshore wind programme, bulk and breakbulk, and untapped potential for green hydrogen export.

The question was whether a greenfield site could realistically absorb all of it, and how much trade it could contest from Dublin and the other Irish ports.

What we did. We delivered all primary trade demand analysis and forecasting, covering green hydrogen production and export, international containers, east coast floating offshore wind supply services, liquid and dry bulk, general cargo and ro-ro, including detailed assessment of contestable trade share with Dublin and other Irish ports.

We produced fleet forecasting over a thirty-year horizon across every identified trade type, and assessed the capacity and capability of the Irish ports that would compete with Bremore, with benchmarking against international best practice across all trade types.

The outcome. The study establishes whether and how a port at Bremore could resolve the capacity position on Ireland's east coast.

The work sets out what a port at Bremore would need to be, what it could realistically capture, and what it would enable, including entry into sea-based trades Ireland cannot currently service.
