KIMBERLEY PORTS STRATEGIC MASTERPLAN

The brief. Kimberley Ports Authority commissioned a short, medium and long-term strategy for the four active ports in the Kimberley region of North Western Australia: Broome, Wyndham, Derby and Yampi Sound.

The challenge. The question at each port was which trades it could realistically capture over fifty years and what infrastructure that justified, including what becomes of Yampi Sound once iron ore production ends.

The trade mix compounded it: international and local cruise, containers, offshore energy, liquid and dry bulk, general cargo, fishing and naval, each with a different fleet and a different demand driver.

What we did. We delivered the complete masterplan, including complex planning of port-wide expansion at Broome and planning for the introduction of Border Force and wider Federal requirements at Broome and Wyndham.

Trade and fleet forecasting was built on direct market outreach and origin-destination modelling across every trade type, including identification of new and contestable trade opportunities. Against that demand picture we mapped infrastructure and services needs over time in a cost-effective sequence, with capital and operational cost estimates attached.

The work also covered vessel provisioning including fuel supply and bunkering, port operational planning and capacity modelling across all trade and terminal types, strategic layout and land use planning including reconsidering Yampi Sound's future beyond iron ore, environmental and sustainability guidance, and formal stakeholder engagement across public and private bodies.

We continue to provide roll-out support to the Authority.

The outcome. The masterplan gives the Authority a fifty-year roadmap across all four ports, and is the most detailed and far-reaching port planning undertaken for the region.

Its purpose extends past the ports themselves: these facilities underpin employment and economic viability in the towns they serve.
